Subj: MWAA Statement re: Substantial Completion of Dulles Corridor Rail Project
We have been 
  informed by Dulles Transit Partners (DTP), the contractor building Phase 1 of 
  the Dulles Corridor Metrorail Project Silver Line, of their intention to 
  declare substantial completion on Wednesday, April 9. The declaration of 
  substantial completion by DTP means they believe they have satisfied the 
  requirements to turn the project over to Metropolitan Washington Airports 
  Authority (Airports Authority), who will then turn the Project over to the 
  Washington Metropolitan Area Transit Agency (WMATA) for final testing and 
  preparation for operations.
Once we 
  receive the declaration, the Airports Authority will begin our 15-day review 
  of the submittal to ensure that all necessary deliverables have been properly 
  completed and included.
We have been 
  working closely with DTP as they have addressed remaining outstanding items, 
  and we will continue to work closely with them during this review and while 
  they work on a variety of additional required tasks.
Substantial 
  completion is an important step in the process of turning the project over to 
  WMATA. Another step will be “operational readiness,” which WMATA will declare 
  before starting their own testing and other processes. No date has been set 
  for turning the project over to WMATA, and WMATA has not set an opening date 
  for service.
