Air rights are rapidly becoming a hot topic in Northern Virginia. Some heavy-hitters in Fairfax are pushing for development over the Silver Line stations on the Dulles Toll Road. And on Wednesday, Gov. Bob McDonnell (R) announced that the state is seeking ideas from private developers about building over Interstate 66 in Rosslyn, and over the tracks leading to the East Falls Church Metro station, both in Arlington County.

RCA Reston 2020 Committee has been pushing for the acquisition of air rights over the Dulles Toll Road for more than two years as well.  A letter from RTF Chairman Patty Nicoson to MWAA asking about the idea was rejected as being infeasible, even though the cost will be much less if done in conjunction with Phase 2 Metro construction than later.  Moreover, with real estate markets in their currently relatively depressed state, the real estate related cost of doing so would be less than in the future.  Supervisor Pat Herrity is exploring further the feasibility of the idea as a way to reduce toll increases on the DTR.  Our interest focuses developing the area nearest the rail stations (assuring greater transit use) and finding open space to accommodate the tens of thousands of new residents and workers in the TOD area.
