In contrast to the position of No Toll Increase above, RCA Reston 2020's position has long been that Dulles Toll Road users should pay 25% of the cost of the Silver Line's construction as laid out in the 2004 FEIS financing plan. This would still require substantial toll increases--but less than half those MWAA has forecast--that would encourage shifts to public transit while not over-taxing toll road users, shifting too much traffic to local roads, or lowering the Dulles Corridor's economic growth prospects.
