Secretary LaHood, et al, Letter to MWAA, None of which Reduces Future Huge DTR Toll Increases

The only real way to stop MWAA from imposing drastic toll increases to build Dulles Rail is for VDOT to take the DTR back, and the rail project too. In contrast to the position of No Toll Increase above, RCA Reston 2020's position has long been that Dulles Toll Road users should pay 25% of the cost of the Silver Line's construction as laid out in the 2004 FEIS financing plan. This would still require substantial toll increases--but less than half those MWAA has forecast--that would encourage shifts to public transit while not over-taxing toll road users, shifting too much traffic to local roads, or lowering the Dulles Corridor's economic growth prospects.
