Rogoff tells Fairfax Board of Supervisors $150 million likely to be found for Phase II.

. . . (FTA Administrator Peter) Rogoff told the (Fairfax) board of supervisors Tuesday that he said he had spoken with Virginia’s Transportation Secretary Sean Connaughton and that “we believe when all is said and done, you’ll see a commitment for $150 million from the commonwealth." . . .
One question (well, actually four): Why would anyone buy this uncertain commitment of state money from a federal official? What pressure will be put on Richmond to pony up? Or will it be incentives, say, for more federal road money in the Tidewater area that won't help Northern Virginians at all? Is the Fairfax BOS buying this?
