IN STRIKING A DEAL last month to shave almost $1 billion from the cost of building Metrorail’s Silver Line extension to Dulles International Airport and points west, Transportation Secretary Ray LaHood probably saved the project. But some of those savings were in fact cost transfers, meaning someone got stuck holding at least a portion of the bag.
